TOPEKA, Kan. (WIBW/AP) -- Gov. Sam Brownback says he would consider cutting $394 million from funding for state universities if the Legislature does not pass tax increases to balance the state's budget by Monday.

Brownback said Thursday during a meeting of Republican legislators that vetoing universities' funding is one of his options.

"The governor's announcement this afternoon of a possible veto of all public higher education funding puts the state of Kansas in an unprecedented situation," stated Andy Tompkins, President and CEO of the Kansas Board of Regents.

"To completely defund higher education will have a devastating and long-lasting effect on students, families, businesses, and the entire economy of the State of Kansas," he added.

The Legislature has passed a $15.4 billion budget that requires about $400 million in tax increases to balance.

Budget Director Shawn Sullivan said the governor also could veto the budget and call a special legislative session or enact an across-the-board cut to all state agencies.

If Brownback opted to veto universities' funding, they'd lose money for operating expenses. Sullivan said they still could continue to pay staff from tuition funds, but not for long.

Yes, where will factories ever get their workers if we cut $400 million from higher ed? Those schools might even have to dig a bit deeper into their endowments!

But I agree, I'd much prefer to squeeze at least $200mil out of K-12.

another fun sam fact- he makes the budget people say prayers with him during meetings. like everyone is expected to hold hands and bow heads and close eyes and pray about the kansas budget. that's a fact.

Those 380k will still be taxed on every dollar they make, just in consumption rather than income. 

Also, the original bill had a lower food tax starting next year.  The house snuffed that out.

Middle class was the real target here.
