To push someone don't your hands have to touch the person? His hands never touched him. If anything their feet got tangled up but more likely the ref flopped.

Why did he get the second T in the first place?  That is simply a high school ref trying to get fame from throwing out a player that will someday make more in a game than he has made in his entire reffing career.
