Yep the power in football has moved south and has been there for the past 10+ years & I do not see things changing for the foreseeable future myself. It is a fact that programs like notre dame, ohio state, nu, michigan, KSU, penn state all the other big 12 north & big 10 and every other program in northern climates will have to fight to keep up with southern programs. The days of nu being a national perennial powerhouse are most likely over.
Bringing in schools from texas helped those schools a lot more than the exisiting big 8 members. Schools like okie state & tx tech would have never competed with nu before the big 12 but now play them better than even. Additionally rules instituted early in the conference, mandated by Texas particularly, hurt both nu & ksu in the allowance of partial qualifiers. Texas pretty much told the conference that wan't going to happen anymore & they got their way. The big 12 has been heavily slanted toward the south from the get go and it has hurt every big north program with the exception of ku basketball.
