Since OJ past the Clearinghouse, USC is in the clear.  The fault, therefore, falls on the Agency/RG - which cannot really be affected by the NCAA since the agency is out of jurisdiction.  The only thing that would happen is that agency would land a lottery pick.  It's a no lose/win-win-win scenario for the agency, student, school. 

This should happen more with 1nduns.  Bring 2-3 in per year, have them paid off/bought early on in HS and sign with the agency in April their FR yr -- making sure whoever pays cannot be considered a booster.    If it were the norm, this RBush/OJM/USC issue would be moot.
