Kickoffs will be from the 30-yard-line to ensure more returns.

The play clock will be set at 15 seconds following media timeouts

That makes sense, especially since the teams have a couple minutes worth of a free time out every time.  And it still doesn't take away from the added seconds for a late game comeback.
