but, it's leadership studies. how many classrooms do you need to study 'leadership'?

I don't think you have a very strong grasp of the term "secure funds" :dunno:

E2P is right. Technically speaking, unless the money was raised through Cargill car washes and bake sales, those funds were not secured.
