Speakers of the House in Kansas, 2 US Senators in his hip pocket, former chairman of the Joint Chiefs of Staff etc. etc. etc. . . . for all of his faults, the dude knew how to put together a power structure.

I'd call 2 US Senators, multiple Kansas Legislators, and former Chairman of the Joint Chiefs of staff pretty much in your pocket . . . a power structure.
