The neckbrace would restrict mobility.  Definitely the hyena.

Wooly. He whips the shirt off, flexes and says, "IT'S ILLEGAL TO CARRY CONCEALED WEAPONS, BABY!" The hyena says, "huh" and wooly takes the neck brace off and suffocates hyena with it, this isn't even a battle.
