does the dude holding the ball even belong there, or did he just stay at a Holiday Inn Express? He looks a little nervous and a little like Floyd the barber.

Dude owns the team.  It was actually a pretty heartfelt dedication to Childress' son who is leaving for Iraq.  Dedicated the game ball to him, etc.

Pretty crapty time to be visiting Iraq.  Pretty sure there's like a war or something going on over there. 

Sidenote: This picture made me sad.  My blue box would be much smaller.  More of a blue line or dot.
