Cats mutilated in Lawrence
A Lawrence resident this week found his cat gutted and mutilated in his back yard in what authorities say is the third such case in about three weeks.
All were found in the 3200 block of West Ninth Street, said Midge Grinstead, Lawrence Humane Society executive director. A severed cats head also was found recently in a nearby park.
She speculated that the killer was someone in the neighborhood who had a grudge against cats. The investigation continues. (http://www.kansascity.com/news/breaking_news/story/820240.html)

Generally, pets are better than people. Animal cruelty should be punishable according to whatever act of violence was committed to the animal imho.
In this case...gut the guy and decapitate him. Sounds fair.
