To whom it may concern:
 
    I wanted to write to you because I have some concerns about the Riley County Police Dept.
 
    We were getting ready to go to bed, but unfortunately we could not due to all the noise next door. As we went to look out the window to see what was going on, we saw at least 50 or more college students partying.  We were digusted to see several college men urinating in the open. So my husband proceeded to go over there to ask them to be quiet and also told them to stop urinating in plain sight.  If we could see them, one of our children could have looked out the window and seen them as well.  It is not sanitary and no one should have to see that.  As he was walking over there, my husband happened upon two other men urinating in the yard. He tried to speak with the person in charge to ask them to stop, but all he got was apologies and promises that it would stop.  He told them if they would not stop on their own, he would call the police since it was midnight and they were urinating in the open.  We monitored the situation and in less than half an hour they were back at it.
    So we called the police at 12:31 a.m. and told the operator that there was a loud party next door and the majority of the men were urinating in the yard. They told me that they would get someone out there to talk to them.  I waited an hour for RCPD to show up but no one came. So I called them again (1:30 a.m.) and told the operator that I had called an hour ago about the situation. I told her the party was getting louder and they were still urinating in plain sight. The operator informed me there was an hour wait on some calls.  I told her I called an hour ago and she told me a police officer would be responding soon. I said okay and hoped for the best.
 
    About 2:30a.m. the party was still going strong.  As I was waiting for the police, two girls came over into MY backyard, squatted down and urinated. I went outside, told them to stop urinating and to leave MY property.  They did not immediately leave as I had to yell at them a couple of more times. Isn't that considered trespassing into MY yard?
 
    At 3:30 a.m. the party finally died down, but the Riley County Police never showed up. I dont know why RCPD did not show up.  Did they want the party to stop on their own?  I understand that I live in a college town, but I have children and should not have to put up with drunk and disorderly behavior nor people exposing themselves in plain sight.
 
  What are we supposed to do?  If we decided to handle this ourselves it may have escalated the situation.  If something happened, then they might have called the police to report us for trying to stop such behavior in our own backyard. Does the situation have to get out control before the police will get involved?  We are all part of this community and felt like we did not matter.  I don't mind a party but this was disgusting. 
 
        I understand a noise complaint may not be an emergency, but urinating in public and in MY yard?!?!?!?  I believe someone should have come over there to check it out! I was very upset by this and waited up until 3:30 a.m. in hopes the police would show up to put a stop to this.  I would be breaking the law had I gone over and tried to stop them once words and common sense gave way.
 
    People do work odd hours and some work on the weekends.  We called the police because there was nothing more we could do without breaking the law ourselves.  We were waiting on the police to help quiet down the neighborhood and stop them from urinating in plain sight but no one showed. Isn't there a noise ordinance?  Isn't there a law against exposing yourself and urinating in plain sight? I was very upset by the situation and I was not able to get any sleep last night.
 
    Would anyone in the RCPD stand for this in their own backyard?  I highly doubt it.  It is ridiculous that people can do what they want, when they want.  My husband told them we would call the police if they did not lower the noise levels and stop the urinating.  They did not stop.  We did call the police and since RCPD did not show up, these college students will continue to behave in this manner without fear of consequence.  We are left with no recourse because of it.  Again, what are we to do?

If they were that concerned about it, just take pics and maybe several videos of the perps and post them on youtube.

Phase 1: Turn on all lights in back/front yard/porches.
Phase 2: Turn on sprinkers precariously close your their house.
Phase 3: Plant poison ivy in all prime urinating real estate.

Seriously though, call and tell them you smell marijuana and that you see people you are pretty sure are in high school that are drinking.  All you have to do is be vague enough to not be in trouble for false accusations, but entice the police to respond.  If all else fails purchase some weed and stash it somewhere in their backyard and then call it in.

Maybe the RCPD was busy taking care of REAL crimes in manhattan that don't involve 18-20 year olds drinking for once.

That family should just move to 66503....these things don't happen over there.

I saw Ron Anderson at a party in 02. I asked him what the &@#% he was doing there and informed him that the classy parties are to be found in 03. Upon receiving the information he promptly got up and left.
