Bill would be lucky to get first round.  If he wants to warm some NBA rosters bench, he should go.  Eventually he'd end up in the D leagues or Europe.

If he stays another year his stock would go way up.  His numbers will look infinitely better because he'd be the ultimate go-to guy, and he'd be able to work on his biggest perceived weaknesses, which I think are 3 point shooting and oncourt demeanor.

2nd round picks don't sit on the bench.  They get cut.  That's why the whole first round thing is important.

It's who can post up in the NBA.  He's got a good frame and abilities.  Love too, but I think Jordan has more pro potential.

walker's problem is he is too short for the way he plays.  he needs to develop a real jumpshot instead of the set shot 3's he currently takes.

No guaranteed money or contract in 2nd round.  If it is purely a financial decision, he would comeback unless definite first round.

70% chance Walker comes back IMO.  Would be a dumb move to go if he's not a sure fire first rounder.  I would like all KSU players who go to the pros to have long successful careers so that I will actually be interested in watching some NBA games.  How much would it suck to see Walker leave and then get sent to the D-League half way through next season?  It's also better for recruiting for guys from your school have long NBA careers while flame outs certainly wouldn't help.  If he's a first rounder, I'd encourage him to go but all indications are he isn't, which isn't surprising given his consistent inconsistency.
