They're everywhere.  It kind of looks like the Nichols fountain, but I don't think it is.

Hmm, not sure. Sprint just launched a new ad campaign ("Sprint ahead") that includes region-specific billboards in 26(?) cities, but I thought the KC billboard had something to do with BBQ.

I'm aware. I was pointing out that that is the only KC-area billboard I know of. Is your "fountain" one of the same scheme (i.e., simple text quip, neon-outlined image)?

I don't do any coding, other than a tiny automation project I'm undertaking when I get time. It'll be very basic C++ stuff though. I'm gearing myself toward marketing and away from development.

OK, now that I've looked at it and seen the other billboards, I see that the water is made of neon highlighter ink, and isn't in fact frozen.  w/o seeing the entire campaign, it just looks like a frozen, weird fountain.

However, I don't think they used a KC fountain.  WTF?
