This is absolutely true (I have no first hand knowledge of CHIPS application but conceptually have no problems attaching strings to 52 billion in subsidy)
From 40,000 feet it seems like a positive development for domestic production that GlobalFoundries, Intel, Microchip, and BAE Systems have already received CHIPS Act money and TSMC is expected to next.
