Maybe he was talking HNTB, which was awarded the contract on this project, oh, like, over three years ago.

No, that wasn't even a quote by Miller.  That was Sam Mellinger writing it in a way to make you think Miller said it.  Mellinger graduated from KU, so he has a bias here.
