I mean sure except for the fact that no one has implied that. Just that Sams is better. Waters was great against NDSU, Texas, OU, etc., wasn't he?
The OU game where 2 of his 3 TDs to lockett were completely made by lockett and would have been an absolute disgrace if he missed them? He was also absolutely awful against KU.

We don't even know what the injury is. Sounds like a minor injury and that he's only missing out on Spring practice.

If Waters can become as good as Chase Daniel, then he has a pretty good shot. He's got a long, long way to go, though.
