From the May 23, 2017 Guardian. "Brennan said the CIA came to the conclusion that Russia was seeking to influence the election in Trump’s favour. He said that for a period the Russians thought Hillary Clinton would win and sought to weaken her presidency in advance, but that they also favoured Trump because they thought his victory would be in their interests."

This was from a Congressional hearing he testified at. This led to the Russiangate fake thing. The CIA made this decision, I think he means John Brennan did. Brennan is a champion Hillary butt sniffing toadie. Would the CIA done anything if the suspected meddling was benefitting Hillary?

So who did old john turn to? Strzok, Sally Yates, Clapper. The cabal created a fake crisis aimed at destroying Trump. Comey's firing unraveled it all.

In every country there is a struggle between the aristocratic nobles and the peons for power. The nobles use government to give out favors to keep peons in line.
