Here's and idea. The center can't catch the ball. The two guys to his left cannot catch the ball. The two guys to his right cannot catch the ball. Those 5 have to be on the LOS. Wgaf if the offense wants to have 6 guys in the backfield.

Also I always thought the rationale for having a minimum number on the LOS is because the defense can't immediately engage an offensive player off the LOS. Also for eligible receiver clarity.
