He played every game from 1992 to 2007 the guy is the Cal Ripken of Football.  Leads the NFL in all time yards. Has had 3000 yards a year since 92.  Most Touchdowns thrown.  I mean damn the guy is over 40 and is still relevant as a QB in the NFL.  He has to be top three in any serious discussion.

Having the most passing yds, TDs, and completions in NFL history make him a good QB.
