Libertarian ideals value extremely small governmental function. This one looks like it is saying Libertarian's would eliminate government expenditures and control of highways/streets/roadways.

I guess that could make sense, I always understood it as limited federal government, not near anarchy, but in essence "pure libertarianism" is almost anarchy. It is measured libertarianism that the current candidate is running on.
