in the proper analogy, those people aren't building the fence around their home to stop petty theft - they are building it in the hopes that it will stop their hispanic neighbors from moving into their house without their permission and also with the hope that it will stop their hispanic neighbors from selling drugs to their children.

I was really just trying to one-up sys's analogy, but I get your point. I think it would solve both your and Rage's objections if we switch it to:

Family A has hispanic neighbors who sometimes hang out on Family A's lawn without permission and sometimes sell drugs to their kids. Then those neighbors move out and a white family moves in next to Family A. White family then moves out and another hispanic family moves in. After new hispanic family moves in, Family A builds a fence around their property.
