Should I be able to get this thing onto a bar tv if I have it going on my ipad, pc or android phone through the chrome browser and stick my chromecast into the tv?

Their FAQs don't inspire confidence:

Upon selecting the Academics channel, there is the News & Research tab, featuring videos from on-campus organizations, including messages from President Kirk Schulz.

You definitely can through the chrome browser, but unless the bar has good wifi it probably won't stream well. Not sure if there's a casting option through the video player on the site though as that would obviously work better.

The bar has good wifi.  It looks like if I had my whole computer in there, I could cast the whole page that the video's playing on, but not the video alone, as you're right that there's no direct casting option.

Chrome on the ipad doesn't have a casting option at all, but I just found some ipad app that's a browser-ish thing and it ID's the videos on the page and makes them available to cast.  Looks like it works alright on my home setup with the free KSTATEO videos that are on their page.  Guess I'll take the whole setup to the bar when it's not too busy and try it out.

I know the TVs in the lounge areas of my building have the apple airplay/drop/whatever thing in or on them and it looks like that's available in chrome on ipad so that'd be an option too.

The one linked in here: https://cord-cutters.gadgethacks.com/how-to/cast-web-videos-from-ipad-iphone-chromecast-0159601/

That was the first hit when I googled whatever question I typed in about how tf to do this.

I haven't done it for a game yet.  I just did that this morning, and confirmed it works to cast whatever the first video that comes up on kstatehd.  I think it was about a women's sports team riding a boat down a european lagoon.

I used chromecast for quite a few games last year. It worked great most of the time, but every once in a while you would miss a play because it had to buffer or you had to reset the app.
